    State Initiatives

    1. Mukhyamantri Bal Sewa Yojana (MMBSY)

    State Govt. has notified the Mukhyamantri Bal Sewa Yojna vide notification dated 16.06.2021 with the aim to rehabilitate and assist children below 18 years of age who have lost both their parents/surviving parent/legal guardian/adoptive parent (s) due to Covid -19. Under this Yojana the following benefits will be provided to the eligible children:-

    1. Financial Assistance to children in non-institutional care @ Rs. 2500/- per child per month till the attainment of age of 18 years. An additional financial assistance of Rs. 12000/- per annum for education of the child. Orphaned children who would be housed in Child Care Institutions in the State will get financial assistance of Rs. 1500 per month till the age of 18 years. (Nodal – WCD Deptt. For implementation)
    2. Adolescent girls orphaned due to Covid, preference will be given for education in Kasturba Gandhi Balika Vidyala’s (KGBVs) and an additional financial assistance of Rs. 1500/- will also be provided. (Nodal – Education Department for implementation)
    3. Financial assistance of Rs. 51000/- to girls orphaned due to Covid-19 under the ‘Mukhyamantri Vivah Shagun Yojana’ for their marriage. (Nodal – SCBC Deptt. For implementation)
    4. Computer Tablet for children studying in any class between 8th to 12th or vocational courses, to aid their education. (Nodal – Education Deptt. For implementation)

    2. HARIHAR (Homeless Abandoned & Surrendered Children Rehabilitation Initiative Haryana)

    State Government has notified the ‘HARIHAR’ (Homeless Abandoned and Surrendered Children Rehabilitation Initiative Haryana) Policy vide notification dated 20.07.2021for providing Educational, Financial and Employment benefits to the Abandoned and Surrendered children who have completed the age of 18 years from the child care institutions of the State and were abandoned before the age of 5 years or surrendered before the age of 1 year. The following benefits will be provided to the eligible children under HARIHAR policy:- 

    1. Free school and higher education including technical education, skill development & industrial training and after care stay, rehabilitation and financial assistance (equivalent to disability pension of SJE department i.e. Rs. 2500/- pm) up to the age of 25 years or marriage whichever is earlier.
    2. One-time interest free loan for purchase of a house in Haryana State at the time of marriage of beneficiary.
    3. Jobs on compassionate ground and Economically Weaker Section (EWS) status to Abandoned and Surrendered Children, who were admitted to Child care Institutions before the age of 05 years (as Abandoned) and before the age of 01 year (as Surrendered) and who have completed the age of 18 years in Child Care Institutions, upto the age of 25 years, and who possess the required qualification.

    Status of ‘HARIHAR’ is as under

    So far, the state government has benefited 11 ‘HARIHAR’ persons by giving them Govt. Job in the various departments of Haryana. Further, the State Government has benefited 06 ‘HARIHAR’ persons with financial assistance in the financial year 2022-23 & 05 persons in the year 2023-24 as per following:-

    3. Special Relief under Rule 8 of POCSO Rules, 2020

    Protection of Children From Sexual Offences (POCSO) Act, 2012 :-

    The Protection of Children from Sexual Offences Act, 2012 (POCSO Act, 2012) is a legislation which aims at protecting children from all types of sexual abuse. It provides stringent deterrents for the commission of offences against children ranging from a minimum of 20 years of imprisonment to the death penalty in case of aggravated penetrative sexual assault.

    Women & Child Development Department, Haryana vide circular dated 27.10.2020 has issued Circular for providing special relief to POCSO victims as mandated in Rule 8 of POCSO Rules, 2020.

    Rule 8 of Protection of Children from sexual offences Rules, 2020 is as follows:

    Special Relief: (1) For special relief, if any, to be provided for contingencies such as food, clothes, transport and other essential needs, CWC may recommend immediate payment of such amount as it may assess to be required at that stage, to any of the followings:-

    (i) the DLSA under Section 357A; or;

    (ii) the DCPU out of such funds placed at their disposal by state or;

    (iii) funds maintained under section105 of the Juvenile Justice   (Care and Protection of Children) Act, 2015 (2 of 2016);

    (2) Such immediate payment shall be made within a week of receipt of recommendation from the CWC.

    In accordance with the Rule 8 of Protection of Children from Sexual Offences Rules, 2020, the following Guidelines will be regulated for the disbursal of funds under Special Relief to the POCSO victims to provide for contingencies of POCSO victims such as food, transports and other essential needs with Immediate effect:-

    Less severe:

    • Sexual Harassment and Similar cases
    Amount of Relief:-
    Upto Rs.10,000/- (As decided by concerned CWC)
    No. of Children Benefited:- 747
    Amount disbursed :-
    Rs. 1.2 crore

    Severe cases:

    • Sexual Assault
    • Penetrative sexual Assault
    • Aggravated Sexual Assault
    • Aggravated Penetrative Sexual Assault

    Up to Rs.20,000/- (As decided by concerned CWC)
