    Hon’ble CM has made an announcement no. 69 (ii)- Opening of 500 new Creches with all-encompassing facilities for the children of working women in year 2020-21, realizing the need of working women in different sectors. WCD Department has signed an MoU with Mobile Creches organization for set up quality Creches with modern facilities. “

    What a Creche is and for whom?

    • A safe place where parents, during their time of work, can leave their children who in the age group of 6 months to 6 years.
    • A place where young children are nurtured and taken care of in presence of a trained childcare worker.
    • A place where children are given opportunities to learn to develop to their full potential.
    • A place where children get appropriate nutrition and stimulating environment.
    • A place where all the needs of the children are fulfilled.
    • Department of Women and Child Development signed an MoU with Mobile Creches to provide training and technical support for setting up creches on 8th March 2021. 30 Model crèches have been launched by Hon’ble CM on 8th March 2021 and Model creches are functional as per norms.

    Introduction

    “The Government of Haryana acknowledges the importance of investing in Early Childhood Development programs for the social and economic benefits it accrues. The Haryana State Policy on Early Childhood Development commits to implementing universal, comprehensive, quality ECD provisions for all children (from conception- 8 years) in the state, with a focus on children from disadvantaged backgrounds and in difficult or special circumstances. By Establishing successful day care centres: considering factors like accessibility, quality of care and food, trained workers and helpers, conducting various activities for children, safety measures, and affordability can ensure widespread access to the creche facilities, benefitting both mother and child and overall economy.

    Under the guidance of Hon’ble PM, GoI has shifted from women-development to women-led development, promoting gender equality and empowering women as active contributors to the nation’s progress.

    Problem statement

    The universalizing holistic and quality Early Childhood Development (ECD) for young children of the state of Haryana through crèche provisions.

    Creche Policy Vision

    All children (aged < 6 years) in Haryana have access to free, comprehensive, universal, inclusive and quality Creche provisions to enable them to attain their optimal potential.

    Mission

    The mission of the Haryana creche policy is to reach the last child by providing comprehensive childcare services- creches for children under 3 years of age and day-care facilities for children in the age group of 3-6 years including children who are attending preschool or AWCs through an after-school programme.

    The project will provide health, nutrition, safety, early childhood education, responsive parenting, and love and care to all children. The project will empower working mothers/care givers by helping them to continue with their employment and thus improving their standard of living.

    Our Solution

    “The Women and Child Development Department (WCD), Government of Haryana, has pioneered the introduction of creche facilities to support women in the workforce. With the backing of the Chief Minister’s announcement, the WCD has successfully implemented the Haryana State Creche Policy 2022, setting an example of sustainable, replicable, scalable, and monitorable practices in women-led development.

    The Women and Child Development Department of Haryana issued a notification on 21st July, 2023, by introducing the Haryana State Creche Policy-2022.

    The policy aims to provide daycare facilities for children of working mothers in the age group of 6 months to 6 years. The scheme is aligned with the Sustainable Development Goals (SDGs), particularly SDG 5 which aims to achieve gender equality and empower all women and girls. The scheme also aligns with SDG 8 which aims to promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all. Additionally, Haryana crèches initiative aims to increase the women work force participation in the economy.

    As a technical partner (Mobile Creches) trained 37 master’s trainers, 19 (CDPOs & Supervisors) are identified by the MC team and WCD, Haryana. Master Trainers done further training the grass root functionaries and also reviewed the effective implementation of the project, participated in the state level and district level reviews and shared the findings learned from the field level. “

    Key Achievements

    Haryana Achieves Milestone as India’s First State to Introduce Creche Policy. The Women and Child Development Department of Haryana issued a notification on 21st July, 2023, by introducing the Haryana State Creche Policy-2022.

    State of Haryana initiative with an annual budget outlay of 32.15 crore earmarked for Creches, FY-2024-25.

    The Haryana government has set a significant precedent by acknowledging the indispensable role of a skilled professional workforce in delivering high-quality Early Childhood Development (ECD) services. They have done so by establishing a monthly honorarium’s of Rs. 15,000 for creche workers and Rs. 7,500 for creche helpers.

    •  402 Functional Creches across Haryana state including Aanganwadi cum Creches and ~8500 children enrolled
    •  State of Haryana initiative with an annual budget outlay of 32.15 crore earmarked for Creches for FY: 2024-25.
    •  Progress in training care givers on Early Childhood Development (ECD) in Haryana:
    •  Capacity Building: Mobile Creches recently completed a series of impactful Early Childhood Development (ECD) training workshops designed to enhance the skills of Creche workers and Child Development Project Officers (CDPOs) across Haryana. Five workshops were conducted, successfully training 272 creche workers in quality operational practices, ensuring they are well-equipped to deliver comprehensive care and education to young children.

    In addition to these workshops, a specialized Train-the-Trainer (ToT) session was held for 37 CDPOs and Supervisors, with the goal of establishing a State-level resource group for ECD. By building this expert cohort, Mobile Creches aims to reinforce the implementation of high-quality early childhood programs throughout Haryana. Total Trained Care Givers: 430 by 31st October-2024. “
