Under the Scheme of Construction /Expansion of Hostel Building for Working Women
with a Day Care Centre implemented by the Department of Women and Child
Development , financial assistance is given to voluntary organizations, local
bodies and cooperative institutions engaged in the field of women’s/ social
welfare/ women’s education, Public Sector Under- takings, Women Development
Corporations, Educational Institutions and State Governments for the
construction of hostels for working women in order to enable women seek
employment and participate in technical training. The objective of the Scheme is
to provide cheap and safe hostel accommodation to employment women living out of
their homes. The target beneficiaries are single working women, widows,
divorcee, separated and working women whose husbands are out of town. Women
getting training for employment and girl students studying in post school
professional courses are also to stay in the hostel.
Financial Pattern of Assistance
a)
50% of the cost of land by Govt. of India
b)
75% of the cost of construction of the building by Govt. of India
or
c)
Purchase of ready constructed building as assessed by state PWD or CPWD.
Assistance will be restricted to 50% of the cost of the land and 75% of
the cost of
the building.
d)
No grant will be admissible for furniture or other fixture.
e)
Remaining costs to be borne by the concerned institution/ organization.
f)
The State Govt. also
provides financial assistance for construction of Working
Women Hostel
up to 15% of the total cost of construction but it does not constitute
a pattern or
norn with the central assistance.
How to submit applications
Women & Child Development
Department, Haryana invites applications which are screened and selected by the
State Level Empowerment Committe for recommending to Govt. of India for sanction
of grants. However,
inaspection report and recommendations of CDPO/PO are required with
recommendation of the concerned Deputy Commissioner.

In pursuance of the contents contained in DO letter No.
217/JS(PD)03, dated 3.7.2003 of Women & Child Development Department, Govt.
of India, following State Level Empowered Committee has been constituted vide
Notification No. 1035-SW(3)2006 dated 13th april,2006 for considering and recommending applications/projects of Non Govt. Organisation and
other eligible institutions under various Centrally Sponsored Schemes, like
Working Women Hostel, Swadhar, etc.

FUNCTIONS
OF THE STATE LEVEL EMPOWERMENT COMMITTEE :
1. The Committee shall ensure that proposals submitted fall within the ambit
of the scheme and particularly targeted group of beneficiaries proposed to be
covered under the specific scheme/project.
2. The Committee shall recommend the cases of only those Non Govt.
Organisations which have good reputation and proven track record of integrity,
credibility, expertise and efficiency and are capable of running the project.
These projects/schemes should have been recommended by the District
Authorities.
3. The Committee shall ensure that necessary documentation of the project
proposal is completed in every respect, as per the check list prepared by the
Govt. of India. The Committee shall give its
specific recommendation and forward only those proposals which it recommends for
sanctions alongwith the minutes of the Committees proceedings. Recommended cases
in original shall be forwarded in a bunch to the department of Women & Child
Development, Govt. of India for consideration of the project sanctioning
Committee.
4. The Committee shall adopt its own procedures for meeting.
