The Department of Women and Child Development,
Haryana is getting implemented scheme for Short Stay Home for women and girls
with the monitoring of Haryana State Social Welfare Board and field
functionaries of this department.
The Department of Women & Child Development through Central Social
Welfare Board is giving grant-in-aid to voluntary organizations to establish and
run Short Stay Homes for women & girls, with a view to protect and
rehabilitate those women & girls who are facing social, economic and
emotional problems due to family problems, mental strains, social ostracism,
exploitation or other causes or are being forced into prostitution and are in
moral danger.
Categories
of Women /Girls/Children to be Benefited
Under this scheme the categories of women/girls/children are to be
benefited those are being forced into prostitution, those who, as a result of family tension or discard, are made to leave
their homes without any means of subsistence and have no social protection from
exploitation and are facing litigation on account of marital disputes, those who have been sexually assaulted and are facing the problem of
re-adjustment in the family or society, victims of mental maladjustment,
emotional disturbances and social ostracism,
those who escape from their homes due to family problems, mental/physical torture
and need shelter, psychiatric treatment and counseling for their
rehabilitation and
re-adjustment in family/society.
In addition to above the girls between the age of 15 to 35
years/SC/ST/Minority/disabled are to be given prefernce.Children accompanying the mother or born in the Home
are also permitted to
stay
in the Home only up to the age of 7 years, after which they may be
transferred to children’s institutions or provided foster care facilities.
Temporary accommodation can be given to women who have come to the town to attend court cases or other legal matters.
Type
of Voluntary Organisation Eligible for Assistance
The following are the eligibility criteria for sanction of grant for a
Short Stay Home:
a) The voluntary organization should have been registered as a legal entity
for a period
of at least 2 years on the date of application.
b)
Its financial position should be sound,
c)
The voluntary organization should be engaged in some full time
women/community
related activities,
d)
Location of the Short Stay Home should be at District/ Block Headquarters
or a
town having population not less than 50000 according to 1991 census.
e)
Proposals from districts where 2 or more Short Stay Homes are running may
not be considered. ‘A’ Class
and ‘A’-I Class cities are exempted from this stipulation.
Preference will be given to areas with concentration of SC/ST/OBC/minority
communities.
Short
Stay Homes in Haryana
At present 2 Short Stay Homes are running in Haryana at Rohtak and Hansi
by the voluntary organizations viz. Bharat Vikas Sangh, Rohtak and Royal
Foundation of India Hans,i Distt. Hissar. Since
this is a centralized programme of CSWB, grant is released directly to the
institutions by the Central Social Welfare Board under intimation to the State
Social Welfare Advisory Board for monitoring.
