LADLI :
( A new scheme for the girl child)
The objective of the scheme is to raise the status of the girl child in the
family and in the society and to change the mindsets of the people for proper
rearing of the girl children and providing them the right to birth and the
right to survival. With the prevalence of sex determination tests and female
foeticide, the sex ratio of females in the State has declined considerably,
which is 861 females per 1000 males as per 2001 census. In order to combat the
menace of female foeticide, improve the declining sex ratio of females and
increase the number of girls in the families, a new sceme Ladli is being
launched w.e.f. 20-8-2005 on the occasion of birth day of late Prime Minister,
Rajiv Gandhi.
What is Ladli Scheme ?

Under the scheme all parents residents of Haryana or
having Haryana domocile will be provided financial
incentive @ Rs. 5000/- per year for upto five years
whose second girl child is born on or after 20th
August,2005 irrespective of their caste, creed,
religion, income or number of sons. |

Financial Assistance under the Scheme :
Under the scheme Rs. 5000/- per family per year will be given to the parents on
the birth of
their second daughter born on or after 20th August,2005
for five years.
This
money will be invested in Kisan Vikas Patras in the joint name of 2nd girl child
and the
mother. In case mother is not alive then this money will be
deposited in the joint name of 2nd
girl child and the father. If both the parents are not alive
then this money will be deposited in
the joint name of the 2nd girl child and the guardian.
In
case of twin daughters, the incentive will start with immediate effect.
The
first instalment will be released within one month of the birth of 2nd girl
child. Successive
instalments will be released on the birthday of second
daughter every year.
In
case of death of either of the girls, the incentive will stop with immediate
effect. However,
the same can be restored from the date it was discontinued on
birth of another girl child.
The
accumulated amount will be released after the 2nd girl child attains the age of
18 years.
Eligibility Criteria :
Under the scheme all parents residents of Haryana or having Haryana domocile
will be entitled
for financial assistance provided there is at least one alive
real sister of the 2nd girl child in the
family.
At
least one of the parents alongwith the girl children should be residing in
Haryana.
The
birth of both the girl children should be registered.
The
parents should ensure proper immunization of both the girl children and
immunization
record ( as per age of the girl children) may be
produced at the time of receiving each
payment.
Both
sisters should be enrolled in school/Anganwadi centre as per their age.
If
the parents of the second girl child, born on or after 20th August,2005 are
receiving benefit
under any other scheme like Balika Samridhi Yojna etc. they
will still be entitled to benefit
under this scheme.
Area of Operation of the Scheme :
Ladli Yojna will be implemented in both rural and urban areas in the whole
State of Haryana.
Application for getting the benefit :
To obtain benefit under the scheme, the mother/father/guardian will have to
apply on the prescribed proforma. The application form will be available in
Anganwadi Centres or in the offices of Child Development Project Officers in
rural and urban areas free of cost and in urban areas where ICDS scheme does not
exist, the application forms will be available in the offices of Civil Surgeons.
The filled in application will be deposited with the Anganwadi Workers and
Health staff of the concerned areas. The applicant will have to submit a
certified copy of the birth certificate of the 2nd girl child issued by
the competemt authority with the application.
The Govt. will purchase Kisan Vikas Patras in the joint name of the 2nd
girl child and mother/father/guardian.
Now as per approval on Honourable Chief Minister Haryana and Social Welfare
Minister Kartar Devi, investment
is to be made under Group Scheme Ladli- LIC of India.
During the year 2007-08 49558 beneficiaries have been benefitted by incurring
expenditure of Rs. 2501.18 lacs against
budget provision of Rs. 2100.00 lacs.

Improving Infant
& Young Child feeding in Haryana
Malnutrition, poor maternal and adolescent nutrition, gender discrimination are
major problems which require immediate attention and addressed to as every
fourth infant born in India has Low Birth Weight & every second child is
malnourished, reflecting inadequate caring practices related to health,
hygiene, infant and young child feeding, care of girls and women.
According to NFHS-II, in
Haryana breastfeeding within one hour was initiated by 11.7 percent of infants
which reaches 31.1% within 24 hour period. Also 76.5% mothers squeeze
their first milk from breast and only 47.2% infants of 0-3 months are
exclusively breastfed. Breastfeeding is a critical entry point for
ensuring children’s rights to grow and develop to their full potential.
In a study conducted by
IBFAN, it has been revealed that universal exclusive breast feeding for the
first six months is the single most effective child survival intervention - it
reduces under –5 mortality by 13%. Further, complementary feeding
along with breast feeding upto 2 years prevents deaths by 6%.
Position of optimal infant
and young child feeding practices is crucial for preventing malnutrition, infant
mortality and for promoting integrated early child development for which the
scheme for Improving Infant and Young Child Feeding is proposed with the
following objectives:
I. to assess the status of infant and
young child feeding practices in Haryana State.
II. to give training to grass root level ICDS
functionaries on Infant and young child feeding practices
to achieve the
goals set at 10th Five Year Plan for Haryana.
:: Action Plan ::
Phase-I
Baseline survey of 17 districts (as data for district Rohtak & Sonepat is
already available) for assessing infant & young child feeding and analysis
practices by interviewing mothers and families of
infants between the ages of 0-1 year through BPNI.
Phase-II
a) Training to Master Trainers (5 Master Trainers per district from CDPOs,
Supervisors and
Principal Anganwadi Training Centres. and 3
Supervisors from each district).
b) Imparting training to Anganwadi Workers on Infant & Young Child Feeding
practices &
counseling for caring through Breast Feeding
Promotion Network of India (BFPNI).
c) Development of IEC material on Breastfeeding with help of BPNI
and Food and Nutrition
Board (FNB) etc.
Phase-III
Counseling of pregnant and nursing mothers/newly married women/ grand mothers
etc. through trained ICDS functionaries. Anganwadi Centres can be declared
as counseling centre. Mother’s Day on every Saturday can be used for
counseling and door to door counseling will also be ensured during home visits.
For creating awareness among community Information Education & Communication
/publicity material well be developed and distributed to the mothers during
counseling sessions.

Gender Sensitization Programme
Gender Equality is intrinsic dimension of equitable and sustainable human
development. For upliftng the status of women in society and for protecting her
against the social evils, especially the female foeticide, it is necessary that
awareness in gender sensitization is generated in the rural society. With this
objective in view, the department has chalked out a comprehensive training
programme to provide training in Gender Sensitization through the Women Studies
Research Centre, Kurukshetra University, Kurukshetra. In the first phase 3
Trainers from every block will be trained at Women Studies
Research Centre, Kurukshetra University, Kurukshetra for 3 days. These
trainers in turn will provide two days Gender Sensitization Training at block
level to 7 participants from every village of Haryana consisting of 3 members of
SMS, 2 women Panches/Sarpanches, 1 Mahila Mandal Pardhan and 1 member from SHGs.
During the year 2007-08, Gender Sensitization training
was started in four districts of the State i.e. Panchkula, Ambala, Kaithal and Yamuna Nagar.
3 Training of Trainers (TOTs) and 155 block level
workshops are being organized by the Women Studies Research Centre, K.U. ,K.K.R. and
a sum of Rs. 28.85 will be spent.
After reviewing the success of the programme, there is a proposal to expand the
schemein a phased manner to the entire state in the coming years.
In the current financial year 2008-09 there is abudget provision of Rs. 75 lacs.
Communication
and Publicity

Haryana Government has accorded priority to women and children in the development
programmes. But various indicators reveal that the fruits of development have
not flown to women and children due to existing of social impediments in the
development process which include certain practices, behavioral patterns and
attitude towards issues concerning child development especially the girl child
and women. One of the other important reasons about the low status of women in
the society and low nutritional and health status of children is attributed to
lack of awareness and knowledge. Thus, the role of publicity in the
context of child and women development is vital for furthering advocacy, social
mobilization and community empowerment which will be area specific, need based
and target oriented with a focus on child survival, protection and development,
areas of behavioral concern
and empowerment of women.
The
communication and publicity will help:-

Creating awareness and transferring knowledge.

Maximizing the reach of programmes in rural and urban areas.

Generating demand for services

Mobilizing peoples participation and motivating the community to sustain the
programmes

Change mind-sets of people towards women and the girl child

Eradication of social

Empowering women to adopt income generating activities.

Investing in human capital, in informing people, in stimulating their awareness,
participation and capabilities are considered important for the empowerment of
women and children
:: Action points ::
In order to have intensive IEC campaign the following publicity programmes/
activities will be undertaken for change of mindsets and launching advocacy in
favour of women:-
-
Special advocacy measures against female foeticide, dowry, child marriage, etc.
through Audio as well as visual media aids.
-
Production of documentaries on social evils like female
foeticide,
dowry, child marriage, , malnutrition and importance of women and girl child in
the society and screening these documentaries in Anganwadi Centres,
Community places, Schools, Colleges and other Educational/Technical Training
Institutes through ICDS functionaries @ one show by each Supervisor during a
month.
-
For wider advocacy of CEDAW convention and the Convention on the Rights of
child, the main components of these will be printed and distributed to all MLAs,
all Sarpanches and Panches, Members of Panchayat Samities, Zila Parishads,
Municipal Councilors, all students from 9th class to 12th class, all students of
colleges, ITI’s, Engineering Colleges, all Anganwadi Workers/ICDS
functionaries and distribution in exhibitions from time to time.
-
IEC material on female
foeticide, dowry, child marriage,
malnutrition etc. and printing of citizen charter, copies of which will be
printed and distributed at the Anganwadi/Panchayat/municipal levels.
-
Awareness generation among communities through voluntary organizations for
eradicating social evils like female foeticide, dowry, violence against women
including low level of female literacy.
-
Organizing awareness generating activities by Dowry Prohibition Officers in
schools, colleges, other technical and educational institutes and among the
communities on various occasions and celebrations.
-
Printing of pamphlet/booklet/leaflet having
subject matter of guidelines on feeding practices, care of new born, care and
needs of pregnant and nursing mothers, nutrition, problems and needs of
adolescent girls, Hygiene and Sanitation, detection of disabilities, AIDS and
Violence against women etc. to be distributed to all registered pregnant
and nursing mothers with Anganwadi Centres, all Anganwadi Workers, Adolescent
girls under Kishori Shakti Yojna.

Organizing Demonstrations/Camps/Sessions at village level by ICDS functionaries
on health and nutrition, child care etc. and disseminating information
concerning schemes of women and child and social evils including
holding exhibitions periodically.

Talks about various social evils and needs of women and children
in Gram Sabha Meetings,VLC meetings/SMS meeting and creating awarness regarding
various social issues like female literacy,low sex ratio,low women status
etc.

Creation of Website of the Department to bring transparency in implementation of
schemes and disseminate information on schemes and progress there under.

Periodical Village level/Panchayat level workshops/Knowledge Meetings for
panchayat members/VLC/SMS members including women social workers,village level
Govt. functionaries to sensitize them about the needs of women and child through
ICDS infrastructure.

Dissemination of information about social evils, services
available and about developmental schemes in Balika Mandals of Adolescent girls
by ICDS functionaries involving local level officials of line departments.

Conversion of Mahila
Mandals into Self Help Groups
There were 6713 registered Mahila
Mandals in Haryana State but the internal reviews by the grass-root level
functionaries of the department often revealed that these Mahila Mandals were
not actively functioning as they should have.The primary reasons for their slow
progress seemed to be the lack of direction and incapacitation of the women
involved. Moreover, since these groups did not take undertake any main economic
activity, binding factor seemed to be missing. Moreover, activities undertaken
by Mahila Mandals are being covered by ICDS infrastructure and other concerned
departments at the grass root level.Thus the concept of Mahila Mandal needed to
be changed and diverted to SHGs.
Since the SHG concept has proven
to be more successful throughout India in both developed as well as
under-developed states,it seems logical and viable to transform these Mahila
Mandals into SHGs.The self help strategy not only ensures regular meetings but
also addresses women’s economic needs to fulfill their consumption needs and
motivating them to undertakeeconomically productive activities.

1675 SHGs have been formed under the scheme and 1623 SHGs are doing
saving and have accumulated saving to the tune of Rs. 2,03,95,519/- and 1086
SHGs are Inter Loaning which is to the tune of Rs. 72,76,253/- and 1064 SHGs
have opened bank accounts. 1288 SHGs are involved in preparation of SNPs.
However, there is no budget provision for this scheme w.e.f 1.04.2008. |

is proposed for top 3 girls from each block , who will be given an award of Rs.2000/-, Rs.1500/- and Rs.1000/- for 1st,
2nd, and 3rd positions respectively and who have passed
their matriculation examination
conducted by Haryana State Education Board from schools in rural areas.

BEST MOTHER AWARD :
There is common saying that,” as God can not be physically everywhere
so he made Mothers”. It is the mother who helps in blossoming the
child’s personality by showering her love and care, healthy upbringing
of the child, shaping the life of the child skillfully by bringing about
the latent qualities and talents of the child efficiently and providing a
hygienic safe and conducive environment to child. In our society,
specially in rural area a major share of responsibility of the children as well
as house hold is given to her but the recognition for her silent roles and
responsibility is rarely appreciated.
To encourage mothers for proper rearing of their children, especially the
girl child and with a view to improve their nutritional status as well as bring
about the physical, mental, social, intellectual and psychological
development of their children to the optimum levels, it is proposed to
give recognition to such mothers who are already doing so, by starting the
scheme of Best Mother award .
Best Mothers who fulfill the eligibility criteria will be chosen on the
basis of interview conducted at circle and block levels. For each circle
and block, 3 best mothers having at least one girl child will be selected for
1st, 2nd and 3rd prizes who will be given prizes of Rs. 1000/-, Rs. 750/- and Rs.
500/- respectively at block level and Rs. 500/-, Rs. 300/- and Rs. 200/-
respectively at circle level. Best mother Award function will be organized
at each circle and block level.
Eligibility
Criteria :
The
mother who fulfills the following proposed criteria will be eligible for the
Best Mother Competition.
1. The mother should have at least one girl child.
2. The age of the mother
at the time of her marriage should be minimum 18 yrs or above
and that of father should be 21 yrs or above.
3. The birth of all her
children should be registered i.e. she should have birth certificate of
all her children.
4. At least one child of
the mother must be enrolled in the Anganwadi centre.
5. All her less than 6
yrs children should have been timely enrolled in AWCs and further
enrolled in schools if more than 6 years.
6. Her eligible children
are attending the Ananwadi Centres regularly for availing the required
services and she also comes to the anganwadi centre regularly.
7. None of her children
should be in Ist, IInd, IIIrd or IVth grade of malnutrition.
8. The immunization
status of all her children should be completed as per immunization
schedule.
9. Mother should have
been fully immunized with Tetanus T-Oxide and she should have
taken full course of IFA tablets (100 Tab.) during her pregnancy (ies).
10. Her delivery (ies) should
have been conducted either at institution or by trained Birth
Attendant.
11. All her children weighed
2.5 Kg. or more at the time of birth i.e. none of her children
was low birth weight child.
12. None of her children should
have died below one year except in case of accidental
death.
13. Mothers should not have
more than 2 children. But this condition do not apply if all her
children are girls.
14. If the eligible mothers
belong to Schedule caste, Schedule Tribe or below poverty line 2
extra marks at time of interview should be given to her.
15. If eligible mothers have
only daughters i.e. 2 or more daughters, then one extra mark
should be given to her at the time of interview.
16. If eligible mothers belong
to SC/ST/BC category and have 2 or more girl children only, 3,
marks to be given to such mothers at time of interview
Guidelines/steps
for selection of best mothers :-
a) All eligible mothers can apply for best mother award to CDPO
through anganwadi
Worker and
supervisor.
b) Her application will be verified by the Anganwadi Worker and
Supervisors will further
ensure
that the applicant fulfils all the eligibility criteria.
c) List of all the eligible mothers of each circle will be compiled by
supervisors and
submitted to CDPO along with the application.
d) CDPO will then conduct interview of all eligible mothers at circle
level for which circle
level
committee is to be constituted. The committee will be constituted of following

e) The interview for selection of best mothers at circle level
should be conducted before
30th November. Before conducting interview wide publicity is to be given
in all villages

f) Selection for 3 best mothers will be done on the basis of
interview at circle level for
which a
cash prize of Rs. 500/- , Rs. 300/- and Rs. 200/- will be given to mothers
standing 1st, 2nd and 3rd respectively.
g) A list comprising of the first three best mothers of each circle
will be prepared and
these mothers will then again be interviewed by the Block Level committee.
The
Block level committee will be constituted of the following members:-

h) The Block level committee will then select three best mothers in the

i) The interviews to be conducted at circle and Block level should cover
all the topics
related
to Health, Hygiene, Nutrition etc. to judge the knowledge and awareness of
mothers. It is also suggested that PO, CDPO can prepare a questionnaire
for interview
to
maintain transparency & better judgment.
j) For giving the prizes to the winners of the Circle and Block level
competition, a function
will be
organized at Block Level and Circle Level for which a sum of Rs. 2500/- and Rs.
1000/-
will be provided to each block and circle respectively. This function can
be
organized on Republic Day or Women’s day.
In the year 2005-06, total 2367 women would be given awards under
this scheme.

Meet for Women
Many research studies have shown that rural women in Haryana usually work between
16-18 hours a day on various household chores and farm activities. The
adolescent girls also have their fair share of contribution during the day.
Moreover, within the patriarchal structure very little emphasis is given on
women’s leisure and recreational activities. It may be argued further
that there are hardly any opportunities available in the rural settings for
their leisure.
As far as sports activities are concerned apart from new opportunities available
at schools/colleges, rural women are hardly exposed. Sports not only helps
in physical and emotional development of an individual but also provides
opportunities to unwind and relax. Therefore, it is decided to hold Annual
Sports Meet at Block level every year. The purpose of the scheme is two
folds: firstly to mobilize women in large number and secondly to
create awareness among them on women & child related issues through Sports
meet
:: Action Plan
::

The
sports meet for women will be organised at block level by the CDPO with the
help of other departments like Sports, Education etc. if required
For holding block level sports meet a sum of Rs. 10,000 will be
provided to each block. CDPO will be responsible for selection of
place and other necessary arrangements.
-
To achieve the purpose of creating awareness and
mobilizing women, banners/posters/flags etc. on women and child related
issues like child marriage, female foeticide, decreasing sex ratio,
decreasing IMR, child labour, AIDS, violence against women, Pardha System,
drug addiction and nutrition and health related aspects and on various
scheme of the Department must be displayed on venue where sports meet is
being conducted and along the track of long races. Social messages can be
displayed on cycle, clothes,
flags etc.used by women participants during the races so that curiosity is
aroused among the audience which will lead to generation of mass awareness
on women and child related issues.

The proposed five races for the year 2005-06 for the meet are:-
(i) 10 Km. Cycling race
(ii) 5 Km. walk
(iii) 3 Km. Run
(iv) Long Jump
(v) 400
mtr. run

The sports meet will be organized during the month of January/February every year.
-
Since the new
scheme will be launched from the current financial years i.e. 2005-06, so it
is proposed that publicity of the meet is to be done in every village in the
month of November onwards through
Munayadi/posters etc. by the AWWs and through Panchayats and core committees .
-
All women and girls of that age of 17 years and above
from every village are eligible to participate.
-
Anganwadi Worker will prepare list of all interested
participants and hand over to the supervisors. Supervisors will submit the compiled list event/race
wise to CDPO by 31st December positively.
-
To ensure the coverage of all the villages, atleast
one participant must be there from each village.
-
The participants will reach at the place of event on
their own but Anganwadi Worker and Supervisor will ensure that necessary
information regarding time/date/place of meet is given to all the
participants in time.

::REVISED SPORTS MEET SCHEME(2006-07)::
During the PO’s meeting held under the chairmanship of DWCD on 13.3.2006 and
4.5.2006. The Programme Officers have given their suggestions regarding some
change in the existing scheme of Sports Meet for Women.On the basis of
suggestions given by P.Os the sports meet scheme has been revised The
details of which are given as under.
-
All girls students from rural area i.e. studying in rural schools/colleges
are eligible to participate in Block level/District level Sports Meet.
-
Under the scheme, long races like 10 km cycling race, 5 km walking race
were included for the year 2005-06. As the women of all age groups
participate in the meet so the older women find it difficult to run the long
races. Hence, it was suggested that this year one long race and remaining
short races should be included. The following events would be included during
this year.
i. 100 mt. race
ii. 200 mt. race
iii. 400 mt. race
iv. 3 km long races
v. 5 km. cycling race
-
Now the Sports meet will be organized at Block level as well as at District
level the winners i.e. 1st, 2nd and 3rd position holder at the Block level
will participate in the District level Sports Meet. District level Sports Meet
competition be organized after organizing all other blocks sports meet.
It is proposed that for District Level Sports Meet, prizes will be given @ Rs.
1000/-, Rs. 600/- and Rs. 400/- to 1st, 2nd and 3rd position holder respectively
in each event and for holding District level Sports Meet a sum of Rs. 10000/-
per district will be spent.
During the year 2006-07 there is a provision of Rs. 19.20 lacs which will be
utilized for holding Sports Meet at Block level and for conducting District
level Sports Meet excess expenditure of Rs. 3,80,000/- will be required.

Under the scheme the women of all age groups are eligible to participate in
the Sports Meet at the block/district level.
All girl students from rural area i.e. studying in rural schools/colleges
are also eligible to participate in Block Level/Distt. Level.
As the older women find it difficult to run the long races/ and could not
participate in the sport meet due to their age factor. Therefore it has been
decided that all events may be divided into two age groups as per detail given

i.e. 1st,2nd,3rd position holder at the block level will participate in the
District Level Sports Meet.
At block level, for each event prizes @ Rs 300/-, Rs 200/- and Rs 100/-
will be given to 1st,2nd and 3rd position holder respectively. A sum of Rs
10,000/- will be spent for holding sports meet at block level.
At the district level, for each event prize will be the same as earlier
i.e. @ Rs 1000/-, Rs 600/- and Rs 400/- will be given to 1st,2nd and 3rd
position holder respectively. A sum of Rs 10,000/- will be spent for holding
sport meet at district level.
SCHEME FOR THE CONSTRUCTION OF ANGANWADI CENRES BUILDING
The scheme of construction of buildings
of Anganwadi Centres was started during the year 2002-03 to provide clean and
peaceful environment to the children and other related schemes at
village level and to create asets for them.AWCs is not merely a AWC but a focal
point for village women where they can feel themselves free and can discuss
freely.
Cost:
The total unit cost of construction of one Anganwadi Centre
Building is Rs. 2.33 lacs including Rs. 25000 cash contribution by the local
community and the local community will have to provide 200 square yards of land
free of cost for the construction of Anganwadi Centre Bulidings as per estimate
approved by State Government.
Criteria:
The Anganwadi Building will be constructed only in those
village where panchayats will provide atleast 200 square yards of land free cost
and community will contribute Rs. 25000.
Model Anganwadi Centres:
Though the scheme of construction of Anganwadi Centre was
already going on within the sources of the State Government since 2002-03, but
the scheme of construction of Anganwadi Building was also sponsored by GOI with
a share of Rs. 93750 AWC during 2003-04. During 2003-04 GOI released Rs. 343.67
lacs for construction of 408 Model Anganwadi Centres and Rs 26.25 lacs was
released during 2005-06 for the construction of 35 Model Anganwadi Centres.After
2005-06 Model Anganwadi Centres construction scheme was closed at GOI level and
no funds have been received since then.
Now, since 2005-06 the State Government is implementing this
scheme from its own resources at the unit cost of Rs. 2.33 lacs,out of which Rs.
25000 is provided by the concerned Gram Panchayat along with 200 square yards
land free of cost and remaining cost of Rs. 2.08 is being borne by State
Government as per the provision laid down in the scheme.

During the year 2007-08 the norms of cost of construction of Anganwadi Buildings
have been enhanced from Rs. 2.33 lacs to Rs 3.44 lacs per unit along with
some modifications in plan-layout i.e. two fans, water tank and boundary wall
etc.
The State Government has a plan to construct Anganwadi Buildings without
contribution of Panchayats/Community in areas/village with 50% or more scheduled
caste population so that poor and deprived sections are reached and brought
under the umbrella of ICDS services in a clean environment.During the current
year, Rs 928.80 lac are proposed to be released for the construction of
Anganwadi Buildings in the State.
During 2008-09 State Government has a plan to construct 290 Anganwadi Buildings
for which Rs 2 crore has been
released by PWD (B&R) Haryana.
NUTRITION AWARD
Malnutrition in young children is a matter of serious concern since some of the
consequences of malnutrition may be irreversible. An undernourished child
suffers from deficiencies of diseases of macro as well as micronutrient like
protein energy malnutrition, Anemia, Vitamin A deficiency etc. Studies reveals
that even mild form of malnutrition affects the growth, development and immunity
of child. Improving nutrition and health status of children under 6 years is
one of the important goals of ICDS scheme.
Management of malnutrition is an important prerequisite for ensuring
optimum nutrition and health of children. To motivate the people and to give
recognition to the districts who have brought improvements in the nutrition
and health status of children, Nutrition Awards are proposed to be initiated
from the year 2006-07 which will be awarded to three best districts who have
shown maximum improvement in nutritional status of children below 6 years.
The first prize of Rs. 2.00 lacs, 2nd prize of Rs.1.00 lac and 3rd prize of
Rs. 50,000/- will be given to the Districts standing at first, second and
third position respectively.
CRITERIA FOR SELECTION OF NUTRITION AWARD:
It is proposed that the three best districts will be selected for nutrition
award on the basis of maximum marks obtained from 100. The parameters used
and the detail of marks distribution will be as below:-

5. Special Efforts done for improving Nutritional status of the children:-
A brief note on special/extra efforts done other than the existing schemes
for improving the nutritional status of children in the districts will need to
be submitted along with the MPR of the month of December.
Any decrease observed in the normal grade of children will carry negative
marking of 5 marks.
::UTILIZATION OF AWARD MONEY::
Awarded districts can utilize the funds during next year for the
following:-
i. For any activity undertaken/action plan which will contribute
towards the developments and welfare of the children, for improving the
nutritional status of the children.
ii. For strengthening of nutrition and health education. Money can be
utilized for motivating mothers through holding
competitions/demonstrations/camps etc. Funds can also be utilized for giving
away the prizes to field functionaries/mothers / community/Panchayat for
motivation and good work done.
iii. For awareness generation
It
is proposed to give prizes of 2 lac,1 lac and 50,000 to best districts of the
state showing improvement in
nutritional status every year.These prizes were given to the following
districts in the year 2006 and 2007.

NEW INITIATIVES
Haryana State is committed to the
development of women and children and is laying a lot of emphasis on their
holistic development. Several new initiatives have been taken to improve the
reach and quality of service delivery.
Status of ICDS in Haryana:-
1. Constitution of Village Level
Committees of women & their convergence with PRIs:-
Haryana Government has launched a number of new schemes and
incentives for girls and women thus substantially augmenting the programmes
already in operation. It is now important to ensure effective delivery of these
schemes. For girls and women to take full advantage of the initiatives of the
Government, it is necessary that they are aware of and participate fully in the
implementation process. With this in view, the Government has set up village
level committees of women to facilitate implementation of programmes pertaining
to development of women & children. The village level committee comprises of all
women Panches, three educated Adolescent Girls, Mahila Mandal Pradhan, a
representative each of Self Help Groups, representative of war widows, social
activists, school lady teacher, ANM, ASHA and Anganwadi Worker. Women Panch
nominated by the Gram Panchayat heads the committee and Anganwadi Worker is the
convener. Every Village in Haryana now has a Committee of women in-charge of
overall development of Women & Children. About 6500 village committees have
started functioning and holding their monthly meetings on notified date and
venue. Approx. one lac women have been catapulted into decision making role
through this mechanism.
Village Committee convergence with PRIs:-
The committee has been declared as a Sub
Committee of the Gram Panchayat under section 22 of Gram Panchayat Act, 1994 and
is thus completely aligned with PRI system. While working under overall
supervision of Panchayat, it remains accountable to Gram Sabha. Committee’s
record including accounts, beneficiary data and activity books are open to
public scrutiny and are required to be placed in Gram Sabha meetings.
The Committee has been entrusted with
significant authority:-
The committee has been given functions,
funds & functionaries. It has its own bank account to receive funds from the
State for implementation of programmes assigned to it. Important functions with
regards to Women & Child Development entrusted to Gram Sabha would be carried
out by the committee. These include overall supervision of Anganwadi Centres &
their activities and selection of Agnanwadi workers and Helpers.
Through this innovative model, the State
has ensured that there is an effective devolution of powers and functions on the
Panchayati Raj institutions and that the Panchayati Raj institutions function
effectively and democratically with the support of dedicated sub committees
looking after the over-all development of women and children and also receiving
funds for implementing supplementary nutrition programme under ICDS besides
distribution of remuneration to the Anganwadi staff.
The Panchayat sub committees have also
been entrusted with the responsibility of tracking every child in the village
upto 6 years of age. The mechanism has been so devised as to capture village
wise live data in respect of institutional deliveries/ home deliveries,
registration of births, sex ratio, low weight babies at birth, incidence of
serious illnesses and disabilities among children, complete immunization status
and preparedness for school etc. Besides enabling village community to monitor
its own progress on key indices, computerization of this data can enable
invaluable analysis and focused interventions for development of children. The
sub committee has also been entrusted with the task of social audit of all
schemes under its ambit. This would entail gathering feedback and evolving
satisfaction index of the target groups of beneficiaries under various schemes.

2. Supplementary Nutrition through women
SHGs:-
Supplementary nutrition programme which
is the biggest service under ICDS involving daily nutrition to pregnant women,
lactating mothers and children below 6 years of age would also be managed by the
Panchayat sub committee with the help of the women self help groups who take
over procurement and preparation of food items by 1st January, 2007 in the
entire State. This would result in income generation for over 75,000 women in
the State. It is mandatory for the sub committee to involve mothers in the
process and regularly record their feed back in a register titled ‘eka
dh jk;" to this has ended to the system of central procurement of Ready
to Eat Food items w.e.f. 1.1.2007 IMPROVED THE QUALITY OF Nutrition items food,
their suggestions regarding selection of recipe is considered from time to time.
Enhanced norms of SNP:-
Haryana has also
increased nutritional entitlements w.e.f. 1st January 2007 which are now among
the highest in the country. Entitlement per child has been increased from Rs.
2/- to Rs. 3/- and for pregnant and lactating mothers and adolescent girls from
Rs. 2.50 to Rs. 5/- per day. Out of this, Re 1/- per day per beneficiary is

3. Sakashar Mahila Samooh (SMS):-
In all the schemes pertaining
to development of women and children, information, education and communication (IEC)
activities play an extremely central role. However, the existing methodology of
training a limited number of persons to disseminate key messages to the village
community has not yielded the desired results. It is, therefore, important that
instead of a top-down approach,we switch over to a bottom-up approach in which
the potential of educated girls and women in the villages is tapped to the hilt
and they are used as a resource to promote awareness about key social issues and
programmes.
In continuation of the initiatives already taken by the State Government, it
has now been decided to form “Sakshar Mahila Samooh” i.e. a group of educated
women in every village to lend the necessary resource support to the Gram
Panchayat and its sub committee for effective discharge of the functions
assigned to them. The sub committee, under this initiative, would organize and
enroll all educated women who are atleast matriculate including school going
girls at plus 2 stage and former members of Balika Mandals under Kishori
Shakti Yojna. Sakshar Mahila Samooh (SMS) would have a Steering Committee of
ten members, five being the most educated women of the village who would co-opt
another five girls studying in 11th or 12th class. In case,the total strength
of SMS is less than 25 in a village, women who are atleast 8th pass would be
enrolled as members. Such an organized pool of educated women and girls in the
village would become an important vehicle for the village committee to generate
awareness on key issues of sex ratio, literacy, universalisation of elementary
education, health and nutrition, opportunities for economic empowerment for
women, hygiene sanitation and environment and schemes run by the Government for
women, girls, children and village community.The members of the Sakshar Mahila
Samooh would also greatly contribute to social audit, so necessary to improve
delivery. Sakshar Mahila Samooh would also play an important role in ensuring
participation of the village community in Gram Sabha meetings.This would lead to
active involvement of educated women and girls in the villages who have a lot of
potential to contribute for the promotion of social agenda but are currently not
a part of the implementation process.
4. Micro Credit through SMS in collaboration with Rashtriya Mahila Kosh (RMK):-
Haryana has not so far taken full advantage of the schemes run
by Government of India to promote micro credit among women to accelerate their
economic empowerment. Rashtriya Mahila Kosh (RMK), a fund under Ministry of
Women and Child Development, Government of India has not been accessed by our
State. Under RMK model, financing is done primarily through NGOs which are
rather scarce in our State. There are many other schemes of Government of India
under which funding are done to NGOs. Sakshar Mahila Samooh of the village would
be a registered society and hence function as a village NGO eligible to access
finance for micro credit and various other social and financial services. This
could be a path breaking initiative where under, a section of the village
community itself takes charge of the package of social and economic services for
development of women in villages, thus tiding over the problem of lack of
adequate number of credible NGOs in the State.
RMK has agreed to recognize SMS as an eligible NGO for the
purpose of promoting micro credit and undertaken the responsibility of training
members of SMS for this purpose. Haryana Women Development Corporation (WDC)
would be the nodal agency in this regard. An agreement to this effect has been
signed between RMK and Women Development Corporation (WDC) on 3rd January, 2007.
Capacity building of 72 grass root SMS groups is under way. In the next one
year, as many as 30,000 women will be imparted training on micro- credit. NABARD has also shown interest to use SMSs for micro-credit. This would lead to
promotion of self help groups of women in a major way with strong credit
linkages, hitherto missing and have the way for economic empowerment of women
and thereby transformation of rural economy.
The initiative pursuing to formation of
SMS in every village is supported by the Rural Development and Panchayat
Department in view of its potential to promote women empowerment and
participatory governance. Such a model will also ensure that PRIs are given
funds, functions and functionaries in consonance with the spirit of the 73rd
Constitutional amendment and that they are also supported by way of broad-based
committees which draw not only on Gram Panchayat members but also other key
stake holders and members of the village community. This would also entail
active participation of educated girls and women in taking forward the social
agenda that the State has set for itself besides ensuring that a large number of
schemes which have been launched for the development of women and children are
delivered efficiently with optimal benefits reaching the target groups.
All Programme Officers of ICDS have been
already directed to take immediate steps to form and register SMS. SMS have
been formed & registered in 6247 villages of the State.
The Administrative Secretaries of
Agriculture, Revenue, Health, Irrigation, Forests, Food & Supplies, Education,
Power, Environment, Public Health, Co-operation and Rural Development
Departments have also been requested to identify activities for Sakshar Mahila
Samoohs (SMSs) pertaining to their departments, particularly in the following
areas:-
1) IEC activities and dissemination of information about their
department’s schemes and programmes.
2) Mobilizing increased community participation in implementation of
schemes.
3) Improvement of service delivery including maintaining vigil.
4) Social Audit and obtaining feedback on stakeholders’ satisfaction
with delivery.
5) Village level surveys and data required by the department for focused
policy interventions based on micro analysis.
UNICEF Chief during his recent visit to the state on
18th December, 2006 lauded SMS initiative and observed that “SMS is a goldmine
with infinite possibilities”. UNICEF has shown keenness to take this initiative
forward in partnership with Haryana Government.
5. Honorarium of Anganwadi Workers & Helpers:-
Regarding honorarium of Anganwadi Workers in Haryana
State, it is mentioned that the State Government is contributing Rs. 200/- per
Anganwadi Worker and Rs. 100/- per Anganwadi Helper per month over and above the
rates of honorarium fixed by Govt. of India. In addition, with effect from May,
2006 the Haryana State Govt. has also taken a decision to increase the
honorarium of both Anganwadi Worker and Helper @ Rs. 100/- per month every year
for the next 5 years.
State
Level Awards For Improvement In Sex Ratio
Decline in sex ratio has been a cause of great concern. The adverse sex
ratio is a reflection of the gender disparity. Higher childhood mortality in
girl children is yet another facet of the existing gender dispute and
consequent adverse effect in survival.
The adverse sex ratio in Haryana has its deep roots, son preference which is
implemented by social, economic and cultural factors and the perception that
only a son is responsible for carrying forward the family name and occupation.
Families with only girls suffer social disadvantage forcing parents to reject
female child in pursuit of son. This has over the years led to low value being
attached to girls, to neglect girls and to female foeticide resulting in a
steady decline in sex ratio which has serious implications for society.
To combat the problem of female foeticide and infanticide, there is need to
educate the community on the issue. Therefore, to tackle the declining trends of
female in the sex ratio, the department has intiated the scheme under the name
‘STATE LEVEL AWARDS FOR IMPROVEMENT IN SEX RATIO’ from the year 2006-07. The
prize of Rs. 5.00 lac, Rs 3.00 lac and Rs. 2.00 lac respectively will be given
to the districts as standing 1st, 2nd, 3rd respectively who have shown maximum
improvement in sex ratio and the amount will be spent by district administration
on the welfare of women.

Criteria for selection of districts for the Award:
-
The districts would compete for these awards under the personal leadership
of the Deputy Commissioners.

The awards will be given on the basis of data/figures on sex ratio provided
by Health Department for which a performa has been devised by the Department.
-
Improvements in sex ratio will be calculated on the basis of data as on
1st January of the year for which the award is being given and the
improvements during 12 months till
31st December of the year under reference. Thus 1st January will be the
benchmark for comparing improvements till the end of the calander year.

The name of the districts who have shown maximum improvement in sex ratio
will be taken from Health Department (as per enclosed performa).
-
The strategies adopted by the DCs to bring improvements in sex ratio would
be analyzed.
-
A committee comprising of Secretary, WCD Secretary, Health and Secretary,
Development of Panchayats would select /recommend for winner districts for
approval of C.M.
-
The award would be given in a State Level Function.
-
The strategies adopted by the winning districts would be documented for the
benefit of other districts.

Utilization of award money:
The Award money can be utilized for the following:-

To strengthen initiatives to tackle female foeticide.
-
To launch/take forward initiatives for the promotion and development of
women and girl children.
-
To launch initiatives to change mind set and perception about gender and
status of women in society.
-
Educational Camps for awarness on declining sex ratio, care, survival,
health check up of infants and pregnant women.
-
Distribution of IEC material and broadcasting of educational messages of
women and girl children through electronic media like TV, radio etc. on
declining sex ratio/female foeticide etc.
-
Incentive to person(s) who have done outstanding work in the field of
declining sex ratio/female foeticide.
-
The awarded money can also be utilized to cover up the gaps of health
services to be provided to pregnant women e.g. provision of transporation to
pregnant women for institutional delivery in emergency/high risk pregnancy
cases, provisions of supplements like IFA tablets etc. to pregnant women as
prescribed by doctors.

For the financial year 2006-07, a total of Rs. 10.00
lac will be spent for giving award for improving sex ratio to three districts as
per following details:-

CEDAW
CEDAW stands for Convension on Elimination of Discrimination against Women.
For the purpose of the present Convention, the term ‘discrimination against
women’ shall mean any distinction, exclusion, or
restriction made on the basis of sex which has the effect or purpose of
impairing or nullifying the recognition, enjoyment or exercise by women,
irrespective of their martial status, on a basis of equality of men and women,
of human rights and fundamental freedoms to the political, economic,
social, cultural, civil or any other field.

Specific Scheme to Curb Anemia
In view of high incidence anemia among children in Haryana State “Specific Scheme to Curb the Anemia”
has been implemented under which nutritional supplements i.e. IFA tablets, Vitamin A
supplements are be provided to all children (0-6 years), pregnant and lactating
mothers and adolescent girls and deworming tablets will be provided to children
from 1 to 6 years. As per scheme, AWCs will be the depot for supply of
Nutritional Supplements and weekly distribution of IFA will be done by AWWs on
every Saturday. Half yearly deworming session for children(1-6 years), and
adolescent girls will be conducted at AWCs in coordination with Health
department in month of Feburary-March and August-September. Vitamin A will be
given to children from 6 months to 3 years as per immunization schedule by ANM
in the AWCs preferably on immunization day. There is a budget provision of Rs.
10 crore for the scheme for the year 2008-09.
