The National Creche Fund was set up by Govt. of India in 1994 with the
objective to meet the growing demand for crèches and to provide day care
facilities to the children in the age group of 0-5 years.
Target
To
administer and apply the funds of the Fund to pay grants-in-aid to registered
voluntary organizations, Mahila Mandals and State Governments to implement crèche
programmes specially in rural areas and rural slums for welfare and
development of children below the age of 5 years, whose parents income does
not exceed Rs. 1800/- per mensem, children of agricultural labourers,
scheduled Castes and Scheduled Tribes and of women employed in employment
generating schemes such as Support to Training and Employment Programme for
Women (STEP) and Norwegian Agency ;for International Development (NORAD) and
Children of families who were victims of communal violence;
Implementing
Agency
The
State Governments voluntary organization or Mahila Mandal with a known record
of service in the field of child welfare and registered under the Societies
Registration Act, 1860 (21 of 1860) or Registered as a Public Trust at least
for the last two years will be eligible for applying for financial assistance
from the Fund.
ROLE OF
STATE DEPARTMENT OF WOMEN AND CHILD DEVELOPMENT
The
State Government's major role is to recommend proposals of implementing
agencies.

APPENDIX
I
Guidelines
for preparing proposals under Creche Fund
(See
Para 35)
National
Creche Fund aims at sanctioning grants to voluntary organisations, Mahila
Mandals and State Governments largely out of interest accrued on the corpus of
the Fund and partially out of a small portion of the corpus Fund.
2. Assistance
under the Creche Fund will be given for the children belonging to the poorer
sections of society. Children of the parents whose monthly income does not exceed
Rs. 1800 per month will be eligible for coverage.
3. Assistance
under the Funds is not available for the children of those parents who are
already getting such facilities under the various labour laws and where crèches
exist under the existing Creche Scheme.
4. Assistance
shall be given for two types of Creches under the Scheme i.e.
(i) General Creche Centres (ii) Anganwadi-cum-Creche Centres and for
training and refresher courses of Crèche Workers as per schematic pattern at
Appendices III, IV and V annexed to this Scheme.
5. (1)
Voluntary organisations and Mahila Mandals selected for opening of Creches
will be sanctioned a grant of Rs. 18,480 per Creche per annum (maximum 25
children) towards recurring expenditure under General Category and Rs. 8,100
per crèche per annum for running Anganwadi-cum-Creche Centres.
(2)
A non-recurring grant of Rs. 4,000 to meet the initial cost of establishing
the Creche will also be sanctioned.
6. (1)
The assistance for the Creches opened under General Category will be limited
to 90 per cent of the schematic pattern (except honorarium of Creche Workers)
or the actual expenditure whichever is less.
(2)
In case of Anganwadi-cum-Creche Centre, 100 per cent financial assistance will
be provided to the concerned agency.
7. Creches
opened under General Category will be required to provide day care facilities,
nutrition, pre-school education, entertainment and medical facilities and they
will normally work for 8 hours a day.
8. (1)
The existing Anganwadi Centres proposed to be converted into
Anganwadi-cum-Creche Centres presently working for 4 hours would also be
working for
hours.
(2)
Additional worker will be provided for running the Anganwadi Centres for the
remaining 4 hours.
9.
Applications for grant in the proforma annexed hereto and accompanied by
the following documents should be sent to the Member-Secretary, National Creche Fund, c/o
Department of Women and Child Development, 1st Floor, Jeevan Deep
Building, Parliament Street, New Delhi-110001:
I.
A copy (preferably photo
copy) of the registration certificate duly attested by a Gazetted Officer,
II.
A copy of Memorandum of Association/ Bye-Laws of the Organisation duly
sined/attested by the application.
III.
List of members of the managing committee with their qualifications and
occupations.
IV.
Copies of annual report and audited statements of accounts for the last
two years duly singed/ attested by the applicant.
