Integrated Women’s Empowerment aND Development
     Project, Haryana  (IWEDP) (1994 – 2003)

               The state of  Haryana presents a unique picture of rapid advances in certain sectors and a severe degree of backwardness evident in the low male-female sex ratio, low female literacy, low levels of  skills and access to resources, and gender  discrimination.

              In this socio-cultural milieu, a well designed integrated intervention was deemed necessary to raise the social status  of women.  The Integrated Women’s Empowerment and Development Project was designed to generate awareness, empower women and initiate social group formation with a view to mobilize women as initiators and leaders  of social  change.

             It is in this context that the IWEDP with UNFPA support was started in district Mahendergarh in July, 1994 and later extended to 70 villages of Rewari in April, 1995.  Originally, the Project was sanctioned at a cost of Rs.967.68 lacs for a period of 3 years which was extended till December, 1998.  Subsequently, based on an evaluation report, UNFPA agreed to sanction the 2nd phase of the Project for a period of 3 years at a cost of Rs.1561.10 lacs. The Project area in the  2nd phase (w.e.f. January, 1999) was extended to include the whole district of Rewari. 

             Under IWEDP, the Project  progressed through three phases as indicated below:

 Phase – I        -             July, 1994 to December, 1998

Phase – II       -             Jan, 1999 to December, 2002

                          Final Phase      -             Jan, 2003 to June, 2003


Phase - I (July, 1994 to December, 1998)

             The objective of the IWEDP was to create an enabling social environment by improving the status of women and the community at large through processes such as group formation, social mobilization, awareness generation, skill up-gradation and intervention in the areas of health and education with a focus on women and adolescents.

      In the 1st phase, the Project had the following major components :

  • Mobilization of women for awareness generation and empowerment.

  • Health awareness

  • Literacy and education 

  • Development of adolescent girls.

  • Integrated child development

  • Information, education and communication

  • Economic endowment

      In the 2nd phase, the Project had the following objectives :

  • To mobilize women into groups through an intensive awareness campaign supported by a comprehensive media wrap.

  • To reduce the infant mortality rate by 10 per cent  and maternal mortality rate by 20 percent from the present levels. 

  • To increase the enrolment of girls in the formal school system to 120% retention to 90-95%.

  • To encourage and motivate women to take up economic generating activities by providing them marketing support. 

      In the 2nd phase, the following components were added :

  • Training  activities

  • Infrastructure improvement

  • Equipment supplies and mobility.

  • Group and communication activities.

  • Management interventions

  • Service support

  • Surveys and operation research.

  • Material Production.

  • Project Management

  • Miscellaneous activities.

             The following  interventions were made during this period :-

I.          Women’s Empowerment :

1.           Formation of women’s groups called Jagriti Mandalies headed by an  animator –   the Sanjeevani.  A total of 867 JMs were formed (M.garh–413, Rewari–454).

2.           Conducting  activities  aiming at social mobilization such as Jagriti Mandali  Meetings.  The number of meetings conducted were 377740 (M.garh – 251285, Rewari – 126455).

3.           Networking and experience sharing through block/regional level women’s  conferences, network meetings and Sanjeevani Interaction Sessions.  Over the  years the women’s  conferences organized were 54 (M.garh – 36, Rewari – 18).   The total network meetings held were 101 (M.garh – 36, Rewari – 65).  A total  of 40 Sanjeevanies Interaction Sessions (M.garh – 17, Rewari – 23) were  organized during  the above period.

4.            Awareness generation among women/community was made possible
  through:

§         Training programmes focusing on social mobilization and strategizing for social change, legal literacy, panchayati raj, gender sensitization of Line Departments  and nutrition.

II.          Health Component :

            Convergence with health interface through :

 §        Training of Traditional birth attendants (Dais) to upgrade their existing  skills. A total of 320 dais (M.garh 162, Rewari – 158) were trained.

 §         Gender sensitization workshops for health functionaries like Medical Officers and Multi Purpose Health Workers.   The workshops  aimed at sensitizing health functionaries to appreciate gender and its construct and provide support to the community.

 §         Community Needs Assessment Programme ( C N A ) – The C N A was implemented on a pilot basis in Narnaul block of Mahendergarh district and Rewari block of Rewari district.  The  C N A aimed  at building  the capacities of health providers and the community to enable them to jointly  conduct CNA and generate realistic health plans from the grass root level to the district level.  The programme comprised of C N A trainings, technical support visits, PHC Plan meeting and quarterly follow up meeting.  A batch of 30 was given inputs on C N A.

 §        Community Based Distribution of Contraceptives (CBDC)  - The CBDC was implemented on a pilot basis in Kanina block of district Mahendergarh and Nahar block of district Rewari. The programme attempted to overcome the limitations of the existing government distribution system of contraceptives so as to make them readily available and thereby promote spacing between birth.

 §         Bal mela-cum-Health camps helped to sensitise the community about its health needs.  During the reporting period 63 camps (M.garh – 45, Rewari – 18) were organized.

 §        Transport subsidy for high risk cases were given to women with the objective of bringing down the incidence of maternal mortality/morbidity and infant mortality. This benefit was given to 6098 pregnant women, girls and infants (M.garh – 3997,  Rewari – 2001).

 §         Construction of Navjeevan Grehs was undertaken for safe delivery practices and increased access to RH services.  A total of 393 Navjeevan Grehs (M.garh 201, Rewari – 192)  were constructed in villages where no PHC/CHC existed.

 

III.          Education Component

            Educational Interventions in the form of incentives by way of giving an allowance for buying uniform, stationary and books was provided to two daughters of Jagriti Mandali Members.  The allowance was provided @ Rs.500/- for classes XI – XII, Rs.400/- for Classes VI – VIII, and Rs.150/- for classes I – V. The incentive was given to 1,21,519 girls (M.garh – 92531, Rewari – 28988).

IV          Convergence with Govt. Machinery

             Integration with line departments such as Health, Education, Women and Child Sports, Food and Nutrition Board and so on was undertaken for convergence of government  services, for sensitizing service providers and for long term sustainability.

V          Adolescent Intervention

            Adolescent related interventions were taken up in the Adolescent Girls Programme (AGP) wherein Didies were engaged to impart life skills to girls who were out of school.  These were followed by Kishori Sammelans organized from time to time. Under the AGP, 420 Didies (M.garh 366, Rewari 54) were trained to run AGP centres.  A total of 383 sammelans (M.garh – 315, Rewari – 68) were organized.  In the year 2002,  the Adolescent Programme (AP) was piloted in Ateli block of district Mahendergarh.  In this programme Didies and Bhaiyas  were provided training in life skills and vocational skills and were required to transfer these skills to the adolescent girls and boys  in their area.  A batch of 20 didies and 20 Bhaiyas  received the trainings.

VI          Mobilization of Males

            Male participation was enhanced through men Sammelans (for sensitizing men on gender and RH), camps for Adolescent boys and Annual Performance Incentives to men for supporting the cause of women’s empowerment. A total of 32 men’s Sammelans (M.garh – 17, Rewari – 15) were held while 10 camps for Adolescent Boys (5 per district) were organized.

VII    IEC

            Information and educational material was developed and used for the trainings and for  awareness   generation.

  Programme for Advancement of Gender Equality, 
Haryana  (IWEDP)
 July, 2003 – December, 2005

 

                         The IWEDP was implemented in Mahendergarh upto December, 2003. In the meantime, PAGE was initiated in Rewari w.e.f. July, 2003.  The main objective of the Project during 2003-2005 was to consolidate project outcomes of the past 8 years and build capacities of the district machinery to continue supporting the Jagriti Mandalis (JMs).  Sustainability mechanism were sought to be introduced through convergence with govt. schemes and integration of social and economic processes.  In this direction the first step has been to transform  the JMs into SHGs.    The JMs cum SHGs were expected to work as vehicles to further strengthen the social mobilization process through improved access to resources and demand-driven convergence of govt. services. While continuing with the task of community mobilization and social issues, the SHGs received  skills on selected income generation activities to enable  them to supplement their family incomes and eventually become economically independent.   The State  Govt. took special measures to strengthen  health linkages through new initiatives like Quality of Care (QOC), Community Needs Assessment (CNA), Community Based Distribution of Contraceptives (CBDC) and integration of the social mobilization processes with the health system to make the system respond to the demands of the community.  Efforts were made to develop a cost effective model based on project experiences and lessons learnt   for possible replication in other areas.  This was the contribution of the project at the policy level.  A total of 253 SHGs were  nurtured  by the Project in district Rewari.  The major interventions under PAGE  are given below :-

1.        Capacity building of Social Organizers (Field workers) as Master Trainers to enable them to:

 §         Impart training and build the capacities of SHG leaders/members on various aspects of the SHG concept.

 §         Strengthen SHGs in the district.  The social organizers of PAGE alongwith ICDS functionaries  in Mahendergarh and Rewari districts were trained  in 5 batches.  The  training focused on subjects  like

         -       SHG concept, Principles, Micro planning  
                       SHG fund and record management.  
                      -       SHG  leadership and conflict management.  
         -      
Credit plus activities.
                      -       SHG monitoring and evaluation.

The SHGs of each block came together on a common platform in a block level SHG meeting organized once a month.   45 meetings were held upto December, 2005

2.        Training of key SHG members as resource  persons in the area  of SHG process, RH, legal literacy counseling etc. with a view towards enhancing local  capacities and sustaining a resource base of information.  The SHG members/leaders were trained in 90 batches  upto  December, 2005.

3.        Training of cluster level Resource Persons was undertaken with the help of Expert agency- Development Alternatives. 7 batches of 3-35 each were trained to build their capacities and to form cluster during 2004-2005.  A total of 7 batches were trained upto November, 2005. Cluster level meetings were held in 2005. A total of 151 meetings were held upto December, 2005.

4.         Forming lateral linkages between SHGs and other group  and committees in the village through participation of SHG in gram sabha meetings, village health/education committees etc.  A total of 35 Gram Sabha meetings were organized during 2003.   The activity was not continued in the year 2004-05.

5.         Involvement of men and community at large (opinion leaders,  elderly etc.)  was sought through activities like Yuva Sammelans, Women’s Sammelans, theme camps and health melas alongwith inputs on RH and gender issues to selected men and adolescent boys.  In this context, 55 Yuva Sammelans, 12 women’s sammelans, 85 theme camps and  100 health melas were organized upto December, 2005.

6.         Awareness generation was enhanced through exposure visits of SHG leaders/members to other SHGs within and outside the state. 11 Exposure visits within the state and 5 visits outside the state were organized upto December, 2005.

7.        Economic empowerment through vocational trainings to SHG leaders/members for the purpose of income generation was taken up extensively.  The expert agency – MANTHAN provided skill up-gradation to  241 women in the IGA – Vermi composting in 2 blocks of district Rewari, while the agency, Resource Development Centre (RDC) provided training in dairying to 60 women. This intervention by RDC resulted in the formation of 3 women's milk cooperatives.  In the year 2005, the Vermi Composting activity was taken up in 3 blocks of Rewari district and one block of Mahendergarh district and 160 beneficiaries were assisted in setting up vermi compost beds.

8.         Building capacities of the district machinery to facilitate the SHGs through

  •  Convergence workshops  with the line departments at district/block level.   While one workshop was organized at the district level, 5 workshops were organized at the blocks level.

  •  Workshop to sensitize bankers – 2 workshops were organized  upto December, 2005.

9.         Convergence of health services by building linkages with the health system through Quality of Care (QOC) Programme and meetings with the health machinery.  One meeting with the health machinery was organized in 2003.  The QOC is a pilot programme implemented in Bawal block of district Rewari.  Under QOC women groups i.e. health seekers were trained in 6 batches, health functionaries i.e health providers were trained in 2 batches while Panchayati Raj members were trained in 18 batches during 2003.  Thereafter, a follow up Review meeting, a District level Interface meeting and an Information Dissemination Seminar  was organized upto June, 2004.  The pilot health programme has been completed successfully.

                         Further, SUTRA was engaged to facilitate health related interventions during 2004-2005.  The following interventions were made upto December 2005:

10.        Strengthening the adolescent component by building linkages with Kishori Shakti Yojana (KSY)  A total of 9 KSY workshops were held in 2003.  

11.       Celebration of International Events :  The International day for Violence Against Women and the Women's Day were celebrated in Rewari during 2004-05. Thereafter,  other events such as the World Health Day, Population Day, Environment Day, Literacy Day and Eradication of Poverty Day were celebrated. 

12.         Monitoring and evaluation of PAGE : During 2004, 2 workshops were organized to develop indicators for the Monitoring and Evaluation  of PAGE,  In 2005, the expert agency New Concept is being engaged to help develop  pictorial formats for the monitoring and evaluation of SHGs. .

13.        Capacity building of ICDS functionaries on the SHG concept : The expert agency,  New Concept  will provide capacity building inputs to Programme Officers, Child Development Project Officers and Supervisors of all the districts in 24 workshops during 2005.
