This Corporation was set up in 1982 as Haryana Economically Weaker Sections
Kalyan Nigam Limited In 1987 a women wing was established in the
Corporation and it was renamed as “Haryana Women & Weaker Sections Kalyan
Nigam”. Again on1.4. 1991, the Nigam was converted into Women
Development Corporation on persuasion of Govt. of India and was renamed as
“Haryana Women Development Corporation Limited. The Corporation is
registered under Companies Act, 1956 with an authorized Share Capital of
Rs.10.00 Crores and its paid up Share Capital is 729.70 lacs presently. As per
guidelines of Government of India the share capital was shared by the State
Government and Government of India in the ratio of 51:49 and the Corporation had
received Rs.109.98 lacs from GOI. But in 1991-92, Government of India
decided to transfer the Scheme to State Sector and now 100% Share Capital is
being given by State Government
OBJECTIVES
i)
To promote activities for the welfare, development and advancement of
women;
ii)
To do undertake the task of socio-economic, health and educational,
awareness for women;
iii)
To promote, literacy, talent, skill, know how, health awareness,
enterprises, spirit of entrepreneurship and business acumen among women;
iv)
To identify trades, occupations, professions and
industries which can be taken by women and to train them for such trades,
occupations, professions, industries and to formulate and devise employment
schemes with a view to generate self employment for them.
Now,
the Corporation promote activities for the welfare, development and advancement
of women. For the up-liftment
of women, the Corporation is
providing financial assistance
in shape of loan to them to set up their own enterprises so that they
become economically independent and self reliant in the fields like agriculture,
industry, trade and business and giving training in different trades.
PATTERN OF ASSISTANCE
The scheme i.e. individual loaning scheme through
bank tie-up has been discontinued w.e.f July 2008 and in place of these schemes
the modified pattern of assistance is as under:-
I) Micro Credit Scheme through Haryana Women
Development Corporation
The Haryana Women Development Corporation will get loan from RMK @ 8% p.a.
interest, the Corporation will give loan to SHGs and the individual members @ 5%
p.a. interest and the balance 3% interest will be provided by the Corporation.
Eligibility Criteria for SHG
As per terms and conditions fixed
by RMK
Corporation will give loans to those SHGs who fulfill following conditions:-
1. SHGs will have own bank accounts.
2. SHGs are required to maintain accounts regularly.
3. SHGs are required to hold monthly meeting regularly.
4. SHGs will make their own rule to regulate thrift & Credit.
5. SHGs are eligible for group loaning after six months from the formation of
the group or completion of the first grading as per the
recommendation of District Manager.
Recovery
SHGs who have taken loan under the scheme will require to deposit the entire
loan installment alongwith interest on quarterly basis to concerned District
manager.The total recovery of loans alongwith interest will be recovered in 12
installments on quarterly basis, corporation will release the 3% interest
subsidy to DMs on quarterly basis, District Managers in turn will send this
amount alongwith recovered amount from SHGs to RMK on quarterly basis. Further
1% interest subsidy by way of insentive will be provided to those SHGs who will
repay the entire loan amount in time i.e. 3 years without defaulter.
II)
Revolving Fund Scheme
Loan for revolving funds are available from the Corporation to women groups only
upto Rs. 30,000 @ 4% interest per annum. recovery of this fund is made within
two years and three years would be moratorium period.
Education Loan Scheme
Haryana Women Development Corporation has decided to implement Education
Loan Scheme for female students w.e.f Ist Apri 2007 with a view to encourage
women/ girls belonging to Haryana State to pursue higher education at
Graduate/Post Graduate/Doctoral/Post Doctoral level in the country and abroad.
Due to higher
fee of the private institutions and rate of interest of banks parents/ Guardians
often can't afford to send their daughters/ dependent females to pursue higher
education.Corporation will provide interest subsidy to the tune of 5 % per
annum to the banks, thus reducing interest burden on the student/guardian. And
upto June, 2008 under the Education Loan Scheme 803 cases have been sanctioned
by the different banks.
Rashtriya Mahila
Kosh Scheme
Haryana Women Development
Corporation has been appointed as a Nodal Agency by Rashtriya Mahila Kosh, New
Delhi, Govt. of India. Memorandum of Understanding (MOU) to this effect has been
signed between RMK and Haryana Women Development Corporation Limited dated
3.1.2007 for providing financial assistance to women SHGs. the capacity building
of the SHGs have been conducted by RMK through the Corporation. RMK has agreed
to recognize SMS as an eligible NGO for the purpose of promoting micro-credit
and undertaken the responsibility of training members of SMS for this purpose.
Training programme under RMK Scheme
Rashtriya Mahila Kosh(RMK) has approved the proposal of this Corporation for
conducting the capacity building training programme of 3 days duration for 9
batches of SMSs & SHGs and a sum of Rs. 2,88,000/- for the above said training
programme have been released by RMK. Accordingly such trainings have been
conducted by this Corporation at district Gurgaon,Rohtak ,Karnal, Ambala, Sirsa,
Kurukshetra, Sonipat, Panipat and Mewat. During this training 24 SMS members +
16 SHGs members + 1 observor have been covered in each batch/ district i.e.
total 72 SMSs have been trained under these capacity building trainings. Further
RMK has released a sum of Rs. 1.72 lac for training cum exposure visit for SMSs
and during this training 56 members of the 26 SMSs of the District Rohtak,
Panipat, Gurgaon, Mewat, Karnal and Kurukshetra have been covered and Skill
Development training regarding Mushroom Cultivation and Integrated Training
programme on Diary productions have also been conducted respectively in District
Sonipat and Karnal and during this training 64 members of the 28 SMSs have been
trained.
Grant-in-aid to
SMSs for Skill Development Training
Haryana Govt. has sanctioned a sum of Rs. 66.96 lakhs as grant-in-aid for
providing to SMSs fro imparting training activities in rural/urban areas
strengthening voluntary sector during the year 2006-07. Accordingly Corporation
has sanctioned a sum of Rs. 42.00 SMSs for Cutting & Tailoring and Beauty
Culture Training upto 31.3.2008.

Training
Apart from loaning scheme, Corporation is running different projects
through its own resources as well as with the assistance of Govt. of India under
Norwegian
Agency for International Development (NORAD) and Support to Employment Programme
for women (STEP). The Corporation has run Beauty Culture, Cutting and Tailoring,
Electronics, Computer, Motor Winding trainings. and thus help women to build up their confidence.
Future
Plans
To
make women self employed, the Corporation has proposed to provide financial
assistance to 10000 women every year under the loaning scheme.

Since there was no Institution existing in the State to provide training
to grass root level women workers, a need was felt to set up Institution where
women workers could be imparted training on women issues for empowerment and
development of women. Consequently
WAMA was inaugurated in January,1995 which is a unique Institute of its kind in
the country, registered under the Societies Act, 1860. The main objectives of
the Institute are:
1.
To evolve standardised materials
and processes of selection, training, support and sustenance to potential
entrepreneurs/field level women functionaries;
2.
To provide vital information support to trainers, voluntary workers,
anganwadi
workers, mahila mandals, animators and women entrepreneurs
by organizing research and documentation relevant to socio economic development;
3.
To organize courses for grass root functionaries, to design courses as per
requirement;
4.
To identify, train and assist potential women's groups for setting up
enterprise/self employment ventures in rural area in small industries including
services and small
business;
5.
To provide state level interaction and exchange of experiences helpful for policy
formulation and
modification at various levels in the matters relating to
women and children in
particular and overall development of society in general..
This
Institute has been upgraded to the Regional Level Gender Training Institute in
the Women’s Empowerment Year 2001 to provide training on gender sensitization.
Since the
inception of WAMA, various types of trainings to different categories of
grass-root level women workers have been imparted in this Institute, the details

addition to above, this Institute
has organized training for the following also:-

training.
The trainings are
organised by engaging guest faculty/resource persons/experts/consultants /NGOs
from different areas like social mobilization, health, gender sensitization,
capacity building, self defence etc. identified by the sponsoring
Department/Project/Agencies and are paid honorarium as prescribed under a
particular training project. The Institute also provides logistic support like boarding
and lodging and other facilities to facilitate departments/institutions in holding trainings and workshops for which
charges of Rs.125/-per day per trainee are taken as boarding/lodging and
maintenance charges.The
Institute’s building has an office unit, small library, one big and one small
hall for training purposes and a hostel with provision of dormitories with
attached toilets.
To strengthen
the Institute, UNICEF has provided equipment in the form of CTV, VCR,
Duplicator, OHP, Typewriters, Display Boards, Video Cassettes/Audio Cassettes,
Book Cases/Cabinet. In addition to
this UNFPA has provided assistance to the tune of Rs.5.00 Lac in the year
2000-2001 to set up a Resource Centre at WAMA to equip it with modern equipment
and machinery like computer, photocopier, library etc.

Apart from this, WAMA is running a Middle Level Training Centre for
imparting job training and refresher trainings to Supervisors of Integrated
Child Development Services Scheme. In the year 2007-08 416 Supervisors
have been provided job/refresher training.
This Institute is located in a spacious building provided by the Social
Welfare Department free of rent. One
cottage has also been hired on rent from Bal Gram, Rai.
This Institute has emerged as premier Institution for training
women workers within a short period of about 8 years with no faculty liability
and without its own
resources.
The State Govt. has decided to strengthen WAMA from infrastructure point of view
and also from management perspective as well for regular and quality trainings
by providing it adequate funds.
